Declaration of the Maya Mam Council of Quetzaltenango


We address the United Nations Permanent Forum on Indigenous Issues (UNPFII) in New York, which is currently taking place. We also address the international community, media, and indigenous nations in Guatemala and other indigenous peoples.

The Maya Mam Council of Quetzaltenango, part of the MAYA MAM NATION and the Plurinational Council of Maya Peoples—(CPO) in Guatemala, declare the following:

1.          As indigenous peoples, we do not recognize and wholly reject the representation of "Ancestral Authorities" of which CACIF and FUNDESA mention in their newly released Statement. We therefore do not endorse any proposals that they make within the context of the Forum and other political spaces. These authorities are being manipulated and utilized for the benefit of the traditional oligarchy in Guatemala.


2.          To the UN Permanent Forum, we demand that there be serious verification to check the representativeness and legitimacy of the participants, especially when it relates to indigenous peoples and indigenous nationalities.


3.          We call on the Maya indigenous peoples and nationalities in Guatemala and other indigenous peoples in Abya Yak to unite against all forms of imposition, to defend  our rights that we have today and which are a product of historical struggles, such as the ILO Convention No. 169 and the United Nations Declaration on the Rights of Indigenous Peoples.


4.          We also call attention to those who either, in a personal nature or openly, compromise our peoples and our future generations. 

WE MAINTAIN THAT THERE WAS GENOCIDE IN GUATEMALA FOR THE AUTONOMY AND SELF- DETERMINATION OF OUR PEOPLES

Al Foro Permanente sobre Asuntos de Pueblos Indígenas en desarrollo en Nueva York, comunidad internacional, medios de comunicación y nacionalidades mayas en Guatemala y otros pueblos indígenas.
El Consejo Maya Mam de Quetzaltenango, que forma parte de la NACION MAM y el Consejo de Pueblos Maya de Occidente -  CPO en Guatemala. Declaramos lo siguiente:
1.     Como pueblos, desconocemos y rechazamos totalmente la representación de las “Autoridades Ancestrales” de las que Fundesa y Cacif habla según su comunicado recién publicado; por lo tanto no avalamos cualquier planteamiento que hagan en el seno del foro u otra instancia política ya que estas autoridades están siendo manipuladas y utilizadas para el beneficio de la oligarquía tradicional en Guatemala.

2.    Al foro permanente demandamos seriedad verificando la representatividad y legitimidad de los participantes en el mismo, principalmente cuando se habla de pueblos o nacionalidades indígenas.

3.    Hacemos un llamado a los pueblos o nacionalidades mayas en Guatemala y otros pueblos indígenas en Abya Yala  unirnos frente a toda clase de imposiciones, defender los derechos que hoy tenemos como producto de luchas históricas como el convenio 169 y la declaración de Naciones Unidas sobre Pueblos Indígenas.

4.    Asimismo, llamar al orden a quienes en forma  particular y descaradamente comprometen a nuestros pueblos y las futuras generaciones.
