principle reason for this position, beyond the obvious systemic violation of
the right of Free, Prior, and Informed
Consent as expressed in the UN
Declaration on the Rights of Indigenous Peoples in the development of the
HLPM 2014 is the lack of fundamental accountability in the proceedings that at
a minimum would allow for the recognition, respect, and mechanisms of
protection for the rights of full and equal participation of the Indigenous
Peoples in the processes and the official reports which subsequently are
integrated into the official archives of the UN system.
The prohibition against racial discrimination is a peremptory norm.
At this point, may we respectfully call upon the Secretariat of the UN Permanent Forum on Indigenous Issues and the and the Inter-Agency Support Group (IASG) on Indigenous Issues to communicate with the members of the UNPFII to address and correct the systemic racism under which the UNPFII Secretariat has normalized the practice of discriminatory censorship, by elimination of any reference to the call for a UN Convention on the Rights of Indigenous Peoples as has been presented on the floor of the UN General Assembly during the Sixteenth Session in New York (2017) and yet omitted from mention in the final report.

Today upon celebration of the International Day of the World's Indigenous Peoples at the UN headquarters in New York, it was
reassuring to hear that the call to move forward in partnership, collaboration,
and in the Spirit of Human Rights and World Peace towards the realization of a
UN Convention on the Rights of Indigenous Peoples was addressed during the
formal proceedings.
May we extend our sincere appreciation for the delegation of
representatives of the Original Nations of Indigenous Peoples at the UN today
who had the courage, clarity of vision, and Spirit of Self Determination as
"Peoples, equal to all other Peoples..." in order to assure that the
call for an International Convention on the Rights of Indigenous Peoples is not
aborted by "doctrines of dominion" at the international level of the
states, operation in systemic collusion to subvert and reduce our inherent collective Right
of Self Determination as Indigenous Peoples of Mother Earth to the remnants of
the System Wide Action Plan of the High Level Plenary Meeting HLPM of the UN
General Assembly held in September of 2014.
As then, we now again reiterate that we continue to DENY CONSENT that this High Level Plenary Meeting of the member states of the UN
General Assembly should be legitimately titled as a World Conference on
Indigenous Peoples.
